good ideas, however, you will find that the cipher can only decode the last part of the message.

There are different branches in the NSA you know. Being that about half the forum members are foreign, your assumptions are somewhat correct.

Well, either it it a ceaser cypher, and ceaser is the key word (key words are used more in polyalphabetic substitution...)...

It's not a caesar cipher, I'm not sure why that's the clue. The last part says "and this."

No.

Ceaser cypher = shift cypher

it doesnt have to be a shift of 4 all the time

I have tried Vigenere decoding with caesar as key, i tried rot13 and rot47, but all of it became gibberish. Can you give an extra hint?
